So, the verdict is the rules have not changed, and we should continue to
sign waivers, not bring in food, and keep the youngest at home. Cnut's
friend's kid, as he's five, should be ok.

Actually the rules have not been scaled back. The risk for most
groups is real, and elderly and children can be especially
vulnerable. At two times during the year a plastic floor will be
installed and bleached twice, and tested. This will allow some groups
to serve food and drink. The floor costs $thousands to install and
the users must pay for it, hence we try and group these events to
save individual groups money and keep the time to a minimum for the
rest of the users not using the plastic floor, like your group. I
again ask all members of groups using the pavilion to sign waivers.
