The Known World Handbook has some fairly reasonable instructions on how to make such items.

If you're looking for rattan, that's a different question; sort of a guestimate as to which upcoming events in the area will feature rattan vendors.  Somebody local might have a stick they'd be willing to sell you, though.

I suspect others will chime in shortly with sources of parts and hardware.

What kind of shield did you have in mind?
