[Jararvellir] ot - cant start mower

hi folks. im not real bright when it comes to these things.   my mower has enough gas.  it has a new filter.  it has enough oil.  but when i go to start it, after pulling on it 20 some times, it revs up once, and dies.  does anyone have a clue why this would happen?  i cant afford to take it in for repairs.
