As far as having fighting at an event goes, all you really need is a warranted Marshal in Charge and fighting space. The MiC takes care of all of the paperwork.
Ideally fighting should be a mentioned activity in the event ads along with the notation that it will only occur outside, weather permitting. There have been some fairly warm Octobers and even if it isn't warm per se, as long as there isn't precipitation, it should be fine.
If there is space, fighting is not really a hassle. Having showers available nearby is a perk but not required.
Given a non-standard culture, being able to provide cultural information (which you have already started to provide) will help if you want cultural specific fighting as opposed to generic sca fighting (such as a general double elim tourney).
For a specialized event, having fighting can help boost attendence from a demographic which may not show up otherwise. If you wanted some special bit of equipment/weapons/pomp-and-circumstance (e.g. samuri swords made from curved rattan) you cannot count on the fighters doing it. In a case like that, the only way to guarantee the equipment/weapons/pomp-and-circumstance would be made and available is for event staff to do it.
I can see a lot of potential for some pretty cool Japanese martial activities.
Regarding the games, the site looks pretty informative and will merit some in-depth perusal. If you need sawdust, I don't think that should be a problem. I'm sure between Tosten and myself, we could probably set you up with plenty.
I'm sure the ninja game could be done. I've been to events where there have been games of sheep stealing (steal stuffed sheep without being noticed), poisoning games ('poison' someone without being noticed) and plague games (involving the surrepticious passing about of plague rats).

Off topic, I have some odd questions for you. Since WW there has been a growing interest in watching fighiting and several requests for me to look into having it at the Tor Aerie Event. Problem being I have no idea where to go from there. I assume there would be some paperwork I'd have to look into, marshals to find, some sort of announcement somewhere I'd have to make? The site we are waiting for approval from has said there is pleanty of room to fight outdoors on a bit of lawn. I haven't seen it yet, so I can't say for certain. Indoor fighting would not be allowed, and I am afraid Oct. 20th might be a bit too cold for it outdoors? I just remember going Trick-or-Treating in snowsuits.... In the period we are setting it in (Sengoku Jidai) single sword was just gaining popularity among the nobler classes, before that archery was considered the mark of a good and noble warriror (thus the big sleeves with a circle on them representing targets-three being the highest rank). I'm sure there is not nearly enough room for actual archery, but perhaps for combat archery? I'll have to look at the site and give you more information I think. For women, defensive manuvors and war the Naginata was prefered, or Yari. Perhaps a found weapons type thing from an attacking neighboring state? (Appropriate for a waring state period?) Would fighting be too much of a hassle for a specialized day event?

I'm working on a version of Kai Awase, though my shells are rather small.
Also I'd love to have a game of Kemari going, though I do need to find someone with a good deal of sawdust for it. ^_^ If I can find someone who plays feild hocky Gichou might be fun too.
I've also had a weird idea for an ongoing game for the event, but would like an opinion on it. I was thinking of having a NInja game. Bear with me.
Each person would be given a token at Troll, officers and high ranking officials taking a few extra. Anyone can go up and ninja anyone else, either "killing" them for one token, or bribed for however many more, however if they are caught doing so the person catching them would gain all fo the "ninja's" tokens. Person with the most tokens by the end of the day wins. Perhaps a bit too complicated, but I think it might be fun.
