If I read the rules correctly, Open House is technically simply a meeting 
of ours to the University. Anyone who shows up is our responsibility, and 
any food we bring and eat is also ours.

The Activities Fairs are a University Sponsored Event so all the food must 
be free (no food permit) and be pre-packaged (once again with the no food 
permit-if we did a demo we could potentially get one...)

I could be wrong, but that is the way I think it works. The rules are also 
online if you'd like to look yourself.
